KRA appoints two executives to drive digital and policy transformation

Kenya Revenue Authority has unveiled two senior appointments aimed at speeding up its shift toward modern technology and data-driven tax policy. The authority says the changes are meant to strengthen digital systems, improve forecasting, and support long-term reforms across the institution.

Brian Nyakeri has taken up the role of Commissioner for Business Strategy, Technology and Enterprise Modernization, where he will guide major digital upgrades and support innovation across KRA. The authority noted that his background in cloud systems, enterprise solutions, and large-scale technology projects makes him well suited for the job.

“KRA is accelerating its organisational transformation and technology modernization. Nyakeri’s expertise in leading major technology initiatives across IBM East Africa, Dell Technologies, Safaricom, and FHI 360 positions him to drive enterprise-wide innovation,” KRA said in a statement.

Nyakeri comes with more than two decades of experience in the private sector, including work in digital transformation and enterprise architecture. He previously served as Lead Consultant and Chief Technology Officer at Agile Cloud Limited. He holds an Executive MBA from the South African Development Centre/IBM Institute for Business Value and a Bachelor of Science in Computer Science Systems Engineering from Africa Nazarene University. His credentials also include several global certifications in cloud architecture, data strategy, systems engineering, network administration, and enterprise design. He is also a member of the Computer Society of Kenya and the Information Systems Audit and Control Association.

Alongside Nyakeri’s appointment, the KRA Board has cleared Alex Kimani Mwangi to lead the newly formed Tax Research and Analysis Unit as Commissioner, beginning January 12, 2026. The unit is expected to serve as a centre for research, modelling, forecasting, and analysis of tax policy using evidence and data.

“The TR&A Unit will spearhead Kenya’s tax reform analytics, support the National Treasury with empirical insights, and strengthen KRA’s internal research capacity through rigorous data-driven approaches,” the statement added.

Mwangi began his journey at KRA in 2002 as a Graduate Trainee and has risen through several senior roles, most recently acting as Commissioner for Business Strategy, Technology and Enterprise Modernisation from March 2025. He has also served as Acting Commissioner for Strategy, Innovation and Risk Management, and as Deputy Commissioner for Research, Knowledge Management and Corporate Planning.

He holds both a Master’s and Bachelor’s degree in Statistics from the University of Nairobi and has undertaken international training, including Tax Policy and Administration at Japan’s National Tax College. Mwangi is a Certified Ethics and Integrity Practitioner and belongs to the Royal Statistical Society and the Economics Society of Kenya. His work has taken him to various regional and global forums, such as the African Tax Administration Forum, International Monetary Fund, OECD, and the East African Revenue Authorities Technical Committee. He has also contributed to the African Tax Outlook and Kenya’s Medium-Term Revenue Strategy.

“These appointments reflect KRA’s continued commitment to strengthening digital transformation, deepening analytical and forecasting excellence, and advancing the next phase of administrative and policy reforms,” the statement said.

The authority noted that Nyakeri and Mwangi are expected to play a central role in shaping a more efficient and technology-driven institution. “Their expertise will drive innovation, operational efficiency, and data-driven tax policy insights for the benefit of all taxpayers,” it added.

KRA congratulated the two leaders and asked stakeholders to keep supporting its work in fair and transparent revenue collection. The authority restated its goal of boosting national revenue while offering reliable and modern services to the public.

The arrival of Nyakeri and Mwangi points to KRA’s broader push to modernize its operations, strengthen research capacity, and build a system where advanced technology and evidence-based policy guide Kenya’s tax administration in the years ahead.
